• Tackling the totality of a wicked problem with one overarching recommendation is infeasible given the complex intersection of issues that underpin wicked problems
• Here, respondents should be clear about what aspect(s) of the wicked problem their proposed policy seeks to address
• Information provided in this section should be evidence-based and it is intended to outline the specific problem at hand and its context

• We are looking for innovative policy ideas that begin to address wicked problems in a high-impact, low-cost manner
• The section should begin by explaining the proposed approach. Respondents should clearly describe significant components of the policy, program, or other activity being proposed
• The proposed approach should be supported by estimates of potential economic, fiscal, and/or social costs and benefits
• The focus should be on articulating proposed policies that have high-reward potentials and low relative costs
• Material in this section should be presented in a manner that is objective and factual

This section should outline some of the key considerations that the recommendation entails, including:

• Situating the recommendation in current programs and policies as well as international comparisons
• The implementibility of the program and any intergovernmental, legislative, etc. considerations
• The political feasibility of the proposed policy. Respondents should consider how their policy interacts with existing goals and objectives of the government as articulated through existing policy statements, mandate letters, campaign promises, etc.
