Kenneth Simon Chair in Constitutional Studies at the Cato Institute, breaks down the recent court ruling that deemed many of Donald Trump’s tariffs illegal and explains why Trump’s claim to unilateral emergency powers threatens the integrity of the U.S. Constitution. He argues that only Congress has the authority to impose tariffs and warns that expanding executive trade powers could set a dangerous precedent.
